Question: is it compartible with Netshelter AR3100 Rack

This fixed shelf will work great with the APC AR3100 rack. When looking at compatibility of shelves for a specific rack, you only need to look at the depth of the rack (note, you will want to leave a couple of inches behind for cable management and airflow), and whether the rack is 19"EIA wide or 23"EIA wide (however, almost all racks are 19"EIA, very few are 23"EIA). There are also other features such as type of metal, weight capacity, electrical grounding, locking, etc. but those would depend on how you want to implement your application.
